Turns out you need to use newer versions of sm & metamod. I have updated the OP with new download link to the same /addons folder as used on my own server.

I did the hard way and put -insecure to launch options. Bot works, health and ammo replenishes, but hp isn't adjusted and sourcemod doesn't work :(
