An upgrade in your display can give instant results, 60hz vs 120hz for instance. However mice and mousepads aren't that important in comparison, and you can get by with a slightly worse one. Also upgrading your pc to get you stable framerates is always useful, depending on your current setup ofcourse.

I would say, it can help if you only have the worst crap out there, but I would say too, good hardware doesn't have to make you good. Nope. I quitted TF2 because after 4 years I was bored of it, I got my sm key 5 weeks after that.
