I'm fairly sure there's actually exception rules about players with previous comp experience, or maybe that was pixels old rules. Either way there's a difference between someone considered to have potential because of a proven history in gaming, and someone considered to have potential cause they have good DM or something. Anyone truly good enough to play at a high level who currently sits at a low level will get noticed, so it's perfectly fair imo.
