I find this cfg http://www.gotfrag.com/tf2/forums/thread/322476/ now it’s about 30-70 FPS,not a great improvement but at least I can play better.Maybe the next month I will buy a new CPU.
Thanks, guys! :P

TF2 is more based on CPU power than graphics power, this is a known fact. Your cpu is very poor compared to the rest (in ratio) to running TF2 smoothly.

If you can overclock your cpu at a safe voltage increase such that it won't overheat then do so, you should notice a dramatic improvement.

Also, switch to directx 8.1 and enable multicore rendering when i did these things just to get a comparison I got on average 85fps more....

If you need to know how to do that then pm me on irc.

Cheers

I'd guess the reason for your low fps is your cpu. I had athlon x2 5600+ 2,9 ghz cpu before and I had average fps of 80 in 6v6 with highfps config. Now with my phenom II x4 945 things are a lot better but I think amd cpu's are much worse in tf2 than intel's overall:/

Try using m0re or Quantum fps config. I saw alot of reactions of people that had good experience with those scripts. Download link: http://m0re.nocrits.com/index.php?site=files&cat=1 or http://www.gotfrag.com/tf2/forums/thread/413619/

As a warning note. It fucked up my graph settings, but you can always revert back to default with -autoconfig in startup command. Or use the link below.

Lower your settings and/or upgrade your Graphics card and/or processor. Also, turning off your internet browser when you play can help as well as lowering the resolution you play at.
