Well i most certenly am connected to the internet. I have not changed anything in my settings.
I`m not using a router.
Firewall on/off, restarting steam/pc.

I used to get that on windows 7 after shutting down before the steam.exe process finished closing.
Have you tried to start steam, get the "Could not blablabla" message, kill steam.exe, wait a bit and repeat it once more?]]></description>

Try deleting your clientregistry.blob in your steam folder, and then run steam in administrator mode

[EDIT] Seeing that you are not behind a router, I would strongly suggest scanning your PC/Network for virus's. This should be done on a regular basis (2-3 days imo), because there really aren't anything between you and the internetz :( )]]></description>
