If you want to get a Server based in Germany, i highly recommend g-portal.de For the simple reason that their hardware is in Frankfurt. all the big Backbones are in Frankfurt: DE-CIX, Level 3, Init7, Deutsche Telekom, noris network. lots of gameserver Providers are in Falkenstein (including HiperZ) Falkenstein is connected to Frankfurt to access the backbones, but it is ~350km from Frankfurt.
