If you're going for a dedicated server you might want to check out hetzner.de. Been using them since march and their prices and uptime are great.
Intel i7 2600 quad core, 16GB RAM, 2 x 3TB disk in RAID1 for 49 euros monthly.
You can check out the pings for quite a few destinations here: http://fakkelbrigade.eu/cgi-bin/smokeping.cgi

+1 to this, got some servers there as well, pretty nice the only "downside" is that sometimes their network is getting slow for a few moments, but really nothing too dramatic

http://www.leaseweb.com/en

What my teammate and me do, I found someone who rents a server from these guys and pays 30 bucks a month for it. On that server he has 1 dedicated tf2 server, and 1 dedicated l4d2 server. We pay him some money each month to have our dedicated server being run on his server.
I ping about 5, sometimes even lower if there are less people on the server ( ultiduo ) and it has one of the best fps, hitreg, and delay I have played on.

So perhaps it might be good idea to try to collaborate with some other team(s), buy a server from leaseweb, and then put 2 or 3 dedicated servers on it?
3 teams = 6 + 6 + 6 = 18 players, each team pays 10 euro / month = basically nothing per player... And in return, you get a great server with great reliability.

Have to agree with skyride. There isn't any money in game server hosting now days because everyone is trying to undercut each other. The only time you get to make a decent amount of money is by having a large customer base like Skyride said. We rent servers out as people know just to help to cover the cost of our colocation. tbh we could probably get rid of one of our boxes and still run the same amount of servers.. but more's better right :)
