More precisely he needs a 64 bit OS, but still even a 32 bit OS should enable at least 3GB of RAM. Suggests other problems, but to check press [windows key] + [break/pause] this brings up the system information. Post more info about your PC dude. It could be anything from using 32-bit OS to bent pins if you're using Intel CPU.
