I think that would apply for most alternative providers as they'll all be based on ADSL2 or VDSL2 and thus having a phoneline. Every single thing in consumer-orientated computing is overloaded. EVERYTHING. It doesn't make financial sense not to. For example, if you buy web hosting that costs £4/month, it's probably on a dedi server that costs like £80/month, and has over a thousand customers websites on it at £4/month. Could it handle the load if every single person's website was accessed at the same time? Nope, not a chance. The chances of that actually EVER occuring? Pretty damn near zero.
