According to http://www.toptiertactics.com/2011/05/team-fortress-2-optimization-and-insanitythis guy[/url], just install maxquality config and experience epic fps. CHRIS WHAT IS GOING ON HERE

I tested this last night and didn't drop below 80 frames. It was generally stable at 100fps in a 32 man pub, compared to 180 with dx9 high frames configuration in same map with 32 men.

i5 750 @ 4.1ghz
shit ram 4gb 1200mhz
2 x 4850 in crossfire

I was impressed at the performance on Max quality tbh, has there been a lot of dx9 optimization for tf2 recently?

mmmm...multicore rendering on/off? swticht it, may be better....
startup settting: -high
check your nividia system settings und 3d-settings, programmsettings or something like that(look for tf2): most things should be automatic or app controlled....

otherwise....delete team fortress 2 folder and restart, check in your task manager your processor affinity( maybe uncheck the first 2 and look if it works better

also you could try : turn virus programs off, steam cloud, skype, messangers etc

No idea what -high thing you mean, multicore is on. I always switch off messagers and shit, anti virus has gaming profile on so it shouldn't be affecting anything
