Well, try to make a local game and see if the same happens there, If not I would've see if you got some loss on the server that you're on. If that is the case then I would've changed server. to check if you got some loss use net_graph 3 and see what happens at loss. 0 is best.
I used net_graph 3 and took a screenshot with it. You'll see that there is gaps rather than jumps, which completely baffles me.
