First, my specs:
radeon x1600 512mb
1 gb ram
dual core 3ghz procesor
Windows Xp

I`m ussualy getting 70-110 Fps (drops to 40-50 on mid fights) on Chris Dx9 cfg and if i cap it at 67 it stays there, but i`m getting this unplayable lag spikes that start with my Fps lowering slowly to 4-12 fps and then stay there for 3-5 minutes then I can normaly play for about 2 minutes then it drops again so i have this shit FPs for way more then 50 percent of the time.
I don`t rly have a clue about computers but I guess it would be overheating (overheats=drops to low fps, cool again=normal fps)
The same thing happens if i run it windowed or if i change my res.

Thankfull for any help.
