converting a live mounted volume is a prime way to get data loss. don’t do it.
the microsoft convert tool unmounts your volume first if possible. if not possible, e.g. your system drive it will do the conversion on the next reboot.

the problem is obviously fat32 related. tf2 requires ntfs for the moment, as it now has a file larger than 4gb. no point in arguing about that.

so, if you have your steam installation on a fat32 drive, you'll have basically three options:
- do what nuck posted (the microsoft way) or use some other method to convert your fat32 partition to ntfs. As he mentioned, this could lead to data loss, so backup important stuff first. (possible dataloss)
- set up a new partition with ntfs and move your steam installation there. (clean, but takes time and unallocated space)
- setup a symlink to your steamapps folder on a different drive with ntfs. (ugly, as symlinks between fat32 and ntfs are ugly, i wouldnt trust them)

anyway, if you still have fat32 harddrives you are doing something wrong. convert them asap.

I´m not an expert on this, I must admit, but I did the exact thing I just posted myself, and it actually worked perfectly.
The same thing is suggested in the steam forums:

I´ve no clue what should be so wrong with that, feel free to teach me or provide a better solution....
