So what part of this message didn't you read:

"

60 FPs.. phew.. that will be hard with the CPU and GPU you have. And no, you don’t have 2 GPUs :D and as i stated earlier, it will be hard for you to find parts. Especially RAM and the CPU. Graphic Card shouldn’t be so hard, since the current graphic card you have is a PCI-Express, right? :) If you have any idea what i mean?

RAM mainly boosts your loading times, and the amount of applications you can have open at the same time. But i could imagine that an old computer like yours, that TF2 lags alot when you open it at first, after you turned on your computer?

So well..

GraphicCard=FPS
CPU=FPS, loading times, can handle more processes at the same time
RAM=loading times, you can have more processes open without risking running out of memory.
HardDrive=Loading times."
?

If he gets the new GPU he can hit 60 FPS on reduced details, but im still recommending him a new CPU also. but as stated, it will be hard finding old parts like that. But maybe they got a better stock in his country, than mine :)

and stop telling ppl to buy new gpus if cpu doesnt handle more than 30fps

that gpu @ 1024x768 will do fine and dandy with fps config

Cool :) if you have a 400 watt+ PSU i can recommend this graphic card: http://www.agt.si/racunalniska-oprema/graficnekartice/gigabyte-radeon-hd-4670-1gb.html that seems like a real bang-for-the-buck graphid card, and a 400watt PSU can just manage that. As i recall it alone uses around 200 watts under load, so you will need the additional watts for the other components you have. a 350W can maybe also pull the load, but if you start experiencing intermittant crashes/reboots and such, and there is no way to fix it, you should consider buying a better power supply also :)

Yeah.. it can be. A good idea for you is to use a program called gamebooster before you enter a game. It will close all uneccessary applications/services prior to entering the game. And when you quit the game, you can restore it to its previous state, thereby saving a lot of ressource for your game :)

A good idea for you, would be to increase your pagefile. By default its managed by windows, and its located on your partition windows is installed on (default C:). If you running out of diskspace, it will not have enough room to "page" on while you play, and it does that alot during gameplay :)

so..

1: Check your diskspace. Do you have over 2-3GB available on your windows partition drive?
2: Manually increase your pagefile size to around 3GB. That can be done in different way compared to what system you use.

and are you sure you have a PCI-Express graphicCard? :) There could be a chance your graphiccard is an AGP. You can find that information if you download CPU-Z, or looking at your motherboard specs.

that just shows you have an Intel chipset btw. :) a good way to check all your computer information is with a program called CPU-Z. It can fetch information from your motherboard, RAM and Graphic Card. AIDA32 is also a good overall tool, that can fetch information of all components in your system, if you don't know what you have.
