(1) fps config
(2) dx8.x
(3) 640x480 res
(4) adjust your graphic card settings for performance, rather than quality.
(5) set fps_max to something stabil, somewhat above your monitor frequency. (E.g. I use 200fps, 160hz)

Core i7 with GeForece 9800GTX here. Up to 300 fps with full graphics.

don't cap at 60, you'll fail to satify the standard 66 cmdrate.
