Partnering on youtube is about uploading a lot of videos with quite a few views without copyrighted content, really. That's how i got my partnership, but i can't get ad revenue on anything that has copyrighted content.
I know this is an old thread, but what you have is not a partnership. That's just your regular old monetization that bassically anyone with any video that has 1000+ views has the option to use. I don't know by what criteria it gets changed but at first it was up to 10 minutes, later 15 and recently 20. I guess if your account exists for a while and you upload content reasonably often then you get time added.
