Tournaments use their own servers. However for scrims teams need their own. Valve only supplies matchmaking servers. There's literally not much an org can offer, you need a big org to support you with money for LANs but if you want one for a server you can just got to serveme.tf and get a mumble channel in Fakkelbrigade. Not only that but quite a few orgs now support games that don't need server hosting like csgo, dota2, lol, COD. Pretty sure TF2 is one of the last comp games that actually require dedicated servers.
