Belkin firmware is notoriously crap. I have no idea how you'd do it in your interface, but try giving him a static IP, then apply a rate of 1/3 your max throughput (both up and down), and apply a ceiling of 1/2. Do it by MAC. If he fucks about with that, start ARP binding.
