When you order a website domain (i.e. buy a website address), you enter your name, address, telephone number, etc,,, and this is all made publically available through a WHOIS request. Most decent registrars have an opt-out on this when its for personal purposes, but obviously these "scammers" use weird addresses (.co.cc, .vu, .tk, etc) that from obscure companies that don't have this option. Yes its entirely possible he entered fake information, but honestly, I'm not going to report him anyway so it doesn't matter and if it is real, you just made the guy pretty much shit himself.
