From crafting too after a while. But yes, only drop.
But to be able to craft that you would need 4 randomly dropped soldier items (and more misc items) to only have a 50% chance of getting them, right? Yep. That will be there after a while. The gamebreaking mechanics of it are pretty much gone, so maybe it can prove to be a worthy sidegrade now. It still stuns at max range, so no.
