I agree, force only 3:4 resolutions. Ban r_drawviewmodel 0. Ban caption modifications. Ban high quality shadows. Ban usage of drivers tools to bypass mat_picmip. Ban modifications that remove gun impact effects (this cripples fps, so people who have it disabled have an advantage). Most of these can be verified with screenshots.

Problem was pre-emptively solved in 2011.
