Moderators do punish offenders.
Suppose you're a disgruntled user and you want someone's thread locked: Make a new account, flame/bump the thread. Clueless admins lock the thread.
Pretty much what CanFo said. Only old, dead threads subject to senseless bumping (i.e. necroing) are locked. As for flamed threads, they're only possibly locked in extreme cases involving several posters.

Swarlz revised rule F.3 "If you go a bumping or pointless bullshit dumping please make sure you have a valid reason Because admins will be a jumping and punishing your slumping with a warning, 1 day ban or even more." I realise this edit is still open to exploitation with unlimited time ban.
