This is a blacklist: http://dl.dropbox.com/u/15744605/TF2/item_whitelist.txt I have tested it a bit, but not all weapons, im confident though it should work, banning all weapons listed. It's much easier this way then to add all new hats and random items into a list.

Don't think you actually need to set mp_tournament_whitelist, if it's a simple item_whitelist.txt, it should be applied all the time, believe that's there for if you're running a server as a pub or some such and then lock it for tournament mode
