It's because the DH promotes boring play. 1-shotting Scouts aside, do you really want to rocketjump/stickyjump when you have a Soldier with that thing and good aim on the other team? He'll blast you out of the sky quite often, so often that walking is the better option. Slow, boring, not fun to watch. Having that Soldier pocket doesn't work well either due to marked inferiority vs 'regular' targets (even with 1-hitting Scouts), but he can't go aggressive either since bombing from the sky doesn't work due to lack of splash. Adds nothing to the game while making it more boring. The Buff Banner should be banned because it is overpowered. Grants humongous damage output within quite a large range (almost container length - 450HU), even through walls! Killing him is a lot harder than killing the Medic with Kritzkrieg as well since he doesn't even need a direct LoS. All he needs is to be within range.
