Go to Team Admin > Recruitment and put up a recruitment post. If you don't know your skill level then go with Low- or if you're really confident go with Low. Then you schedule trials with clans on Steam/IRC and if it goes well then you'll have a team. I'm sure they'll help you install all that's needed to play competitive (IRC, Mumble) if you don't already have the software. Also, try playing some pickup games on IRC first: http://tf2.multiplay.co.uk/pickup/
