I'd highly recommend you visit http://playcomp.tf/ and read through that.

The site helps tf2 players who are looking to get into competitive.
It contains brief descriptions of the most common gamemodes, various leagues, PUG (Pick-up-game => You don't need a team for this) sites, coverage sites etc.

That being said: Seeing how you're from the United States you might have your troubles competing in this league due to high ping/weird playing times, ETF2L is catered towards europeans after all.

Alternative leagues can be found on the website that I've linked.

The NA scene also offers a mix/pug group oriented towards beginners:

http://steamcommunity.com/groups/na6v6newbiemix

These groups are ideal for learners since they contain a lot of guides, usually harbor some mentors and generally people tend to be less of a dick towards new players.
Matches are (hopefully) played with the goal of trying to teach the basics of comp.

1. Go to "Team Admin" in the top-right corner
2. Go to Recruitment
3. Put the required info
- Team type (Whether you want to play more casual Highlander [9 players, classlimit of 1] or the more fast-paced 6v6, with 6 players and a classlimit of 1 or 2)
- Skill level (Put Open, because you are a new player)
- Classes played (You can choose several classes by pressing CTRL at the same time)
- Description (What kind of a team are you looking for, what kind of a player are you, how often can you play, how skilled do you feel like you are DM-wise)

Good luck! If you are not an European player (you seem to have an International Flag), then you may want to go ugcleague.com, which has an international scene and a more straightforward recruitment area.
