If you can run tf2 fine, you don't need an fps cfg, but using one can definitely make your game run smoother. Some configs have useful settings even if you don't lack frames. Rhapsody made a good config for those playing with dx9. If your fps doesn't drop below your screen's refresh rate (60 for most monitors) you're fine.
