    	    <description><![CDATA[Stopwatch is on by default on attack/defend maps if you have tournament mode enabled :)

and if it says only to be used 1 round (i assume you mean dustbowl). There is only 1 round of dustbowl played ;) (1 round = attack and defend once) 
For gravelpit it is used the full 2 rounds, for dustbowl the full 1 round.

I.e.: stopwatch always on on dustbowl and gravelpit, which it is by default.]]></description>

    	    <description><![CDATA[My team and me are all noobie TF2 server admins, does anyone have a guide on how to turn on stopwatch mode?  Also it says that stopwatch mode will be used for only 1 round, does that mean it isnt used on the other and why would that be?
