One antivirus can end up saying it's all clear while another can find some virii. Just get the other PC's to ping + traceroute the servers you use and see if you get any similar blips.

If that doesn't work, consider speaking to your ISP about the problem.

Check your rates and see if they've been altered in any way, and check your traceroute hops to the server. Sometimes, all it takes is a dead box to give you a world of terrible pings.

Just so you realize guys, i'm no expert at this... I'm just giving you somewhat safe advice that has helped me before.]]></description>

This stood out very clearly to me: <b>2 163 ms</b> 17 ms 9 ms 10.191.76.1
When you start getting ping problems as early as this, it's probably going to be the result of either your router playing up or a virus doing something wonderful with your connection

Try hooking up your PC directly to the internet modem first (if it's possible). You could also hook up another machine to the router and see if the ping problems effect that. If it effects both machines, it's probably a problem with the router or the internet modem. If it only effects yours, then you've probably got a virus]]></description>

If you download a certain amount in a certain time you get put on an absolute junk hub.
I get the symptoms you describe if I hit throttling threshold.

    	    <description><![CDATA[Do a traceroute on the server IP and see if there's a point where there could be a huge increase in ping.

Around 5 days ago, I was finding some servers were giving me really high pings all because of a borked server that my connection routed through. I found that through a tracert search, and yes, my ISP is Virgin also.

Virgin's Fiber Optic package is pants and apparently BeUnlimited provides much better for a fiber optic connection. Can't really prove this point, but I got into a discussion about it the other day on my homeserver. I have the L package also and I get similar pings.]]></description>
