Since I started playing TF2 yesterday for the first time in a few months, I've had a stuttering / refresh rate issues that's made it impossible to play. I'm not sure what exactly is happening, but it's as if my game drops to 30Hz or thereabouts from 120Hz, even though the fps doesn't change at all. It'll stay at this lower and constant refresh rate for a few seconds, then instantly flick back to running properly at 120Hz. This transition between the two happens a few times each minute. Things I've tried to fix this: reinstalling TF2, reinstalling GPU drivers, resetting configs, changing FPS configs, updating HUD. None of these have helped at all.

If anyone has heard of or fixed a similar issue, I'd greatly appreciate any input.
