Yes, manufacturers use it. They are wrong too.

DPI is dots per inch, it measures resolution (how detailed a scan is, for example), it has precisely nothing to do with movement or computer mice.

    	    <description><![CDATA[This thread really isn't helping me!  I use a very high DPI and low in game sense.  I have a small mousemat and take about 18-20cm for a 180.  I have different sens in my config for different classes too, not huge differences as it just felt wrong, but a slightly lower one on scout than solly for instance.

Would it be better to swop it round and go lower DPI and higher ingame sense?

Well naturally I thought it would be like that if I just go from 2000 to 1000dpi, but for some reason it was not that simple. The feeling was just not the same because the whole charasteristics of the mouse changed when lowering the DPI and had to find the new "sweetspot" again.]]></description>

    	    <description><![CDATA[Just changed mine from 1.3 @ 1800 dpi to 5.85 @ 400 dpi (keeping same cm/360 value) and It feels a bit better when making fast hand movements (or it could be placebo and its all in my head). 

I'm still shit though so nothing changed]]></description>

So this means that the higher the value, the more it 'measures'.
In effect this will result in a higher amount of data (which is the reason why people often raise the polling rate of their USB port). 
As a general rule of thumb: Higher DPI is more sensitive so you need a better (cleaner/smoother) surface for your mouse.
Lower DPI is less sensitive and doesn't per-se need a smooth surface.

However, using there isn't much difference in using a high/low DPI for TF2...since it mainly consists of coarse aim anyway.]]></description>
