So you're assuming the server runs no forms of lagcompensation?

You appearing to move slowly has nothing to do with this subject as most people can hit a lagger. These effects are shown when the server is dealing with the information you send, not the information you receive.

Also client side interp is normally 0.02ish which is around 20 ping? You can't even interp over 1 packet because theres nothing to interpolate from, so its normally over 3 or more to create a reliable estimate.

PS: If I quoted the wrong part of the wiki thread then I'm sorry wasn't concentrating

Please actually read the wiki you're posting.

Interpolation, by definition, is not an exact science. In a game where the models change direction very fast, a higher ping makes interpolation less accurate (when compared to rts games where the accuracy is not as important etc)

Here's a wiki for you:

Finally, as the world is rendered with a slight delay, it increases the need for some form of lag compensation for hit detection to be implemented. The problem with extrapolating positions is fairly obvious; it is impossible to accurately predict the future. It will render movement correctly only if the movement is constant, but this will not always be the case. Players may change both speed and direction at random. This may result in a small amount of "warping" as new updates arrive and the estimated positions are corrected, and also cause problems for hit detection as players may be rendered in positions they are not actually in.

TLDR: Unfortunately you do not live in the EU, bad luck. People's complaints are legit, man up and deal with it please.

Lol, you have just quoted from the Client-Side part, which means only the client (the lagger in this case) see on the screen. Server-side means what everyone else on the server see.
A good example for that is, if you played 3 demos, lagger pov, stv and opponent pov. You'll see the lagger pov (Client-side) demo is laggy, now get the stv (Server-side) and get a 1st person view over the same laggy person and see the difference. There won't be lag at all over the person you are viewing, unless its low dl/up speeds or high choke/loss. Now get the opponents pov, and you'll not see the lagger lagging, because the opponent is related to the server and not the lagger. So ye, I guess everyone should start practicing their aim and not blame their current aim over the high pinger, I appear in almost every sniper fragmovie (as a victim tho) which means I'm not any harder to hit than someone with low ping.

Edit: Also, the client updates at a high speed (assume 100 packet/s?), so if there was a prediction, it'll be within 2 packets out of 100/s, totally negligible.

Thats what "In more modern multiplayer online video games implementations" stands for, tf2 is not a client to client. That's another quote from wiki about server-side lag compensation if you are interested:
