Why would it matter that the Japanese government has money? There are over 350.000 people living in shelters who will accept all the help they can get. The (Japanese) Red Cross will have serious expenses with a disaster with this magnitude. And remember the red cross doesn't donate directly to Japan but also to other islands in the pacific who do need financial help. And any money that exceeds the expenses in a region willl be used for another good project, really, you cannot seriously complain about this...
