Im guessing you messed with the shortcut to get steam.exe to launch tf2? Make sure you have -applaunch 440 in the shortcut: "C:Program Files (x86)Steamsteam.exe" -applaunch 440 -console -noforcemaccel -noforceparms -noforcemspd -novid

I googled about it and found out that the directx could be a problem(My windows 7 didnt include directx 9 in the installation).Then i just updated the directx library downloading the installer from micrsoft´s web,and it works now.
