What should they be set to?

cl_smooth and cl_smoothtime are ignored since their only use is demos

From testing:
cl_predict 1 is on by default. Turning it off makes movement and shooting feel very, very delayed.
cl_lagcompensation is similar to the above, only that it doesn't seem to affect movement, only hitboxes
