Might be a massively stupid question but have you ran the etf2l config? rcon exec etf2l_6v6.cfg should sort it out as it should already be on there...I think. Dunno. Multiplay support ticket incoming. Or add me and rent a server from us and get full FTP access and proper support for the same price if not less. Just sayin'.
