Apparently SourceTV relays can be controlled via RCON, so the web site could just randomly pick a relay from server pool (relay admin's can add up their relay's to server pool without restrictions) and web site will send the command to relay 1-2min before the match.

umm.. now i haven't tried just pushing an rcon command to a relay server from a php/perl/whatever script but it cant be done through hlsw. in game console works fine
Strange. It works from TF2 though. Started a server without a map or relay already enabled, only rcon_password was described to launch parameters: ] rcon_address blaablaa.fi:27020 ] rcon_password blaa ] rcon echo test test // server replied, so it works. edit: Yeah nvm.
